My neighbor lets her cat roam outside all day and treats the whole street like its personal kingdom. The cat has scratched two kids, chased a tiny senior dog, and once sat on my porch screaming at my front window for forty minutes.

Last week the cat didn't come home until late, and my neighbor knocked on my door demanding to know whether my dog had gone after it during our morning walk. She was already angry and said several people had seen my dog bark near the bushes.
